Most training fails before a single slide is built. Not because the content is bad or the facilitator is weak — but because nobody stopped to ask whether training was the right solution in the first place. That's what a training needs analysis (TNA) is for.
A TNA is the structured process of identifying the gap between current performance and required performance, determining whether training can close that gap, and specifying exactly what kind of training — if any — is needed. Done well, it prevents wasted development time, misdirected budgets, and employees sitting through training that doesn't solve the actual problem.

What a Training Needs Analysis Actually Does
The term "training needs analysis" is used loosely in most organizations. Managers request training, HR queues it up, L&D builds it. No one asks why. A proper TNA interrupts that cycle.
Specifically, a TNA answers three questions:
- Is there a performance problem? Define the gap between what people are doing and what the business requires.
- Is training the right fix? Many performance problems have nothing to do with knowledge or skill — they're caused by unclear expectations, broken processes, or missing resources. Training won't fix those.
- If training is the answer, what kind? The nature of the gap determines the solution. A knowledge gap requires different intervention than a skill gap, which requires different intervention than a motivation problem.
Training is a solution to a knowledge or skill gap. It is not a solution to a process problem, a management problem, or a motivation problem. A TNA tells you which one you have.
Step 1: Identify the Business Goal
Every TNA starts with business context, not training content. Before you talk to a single employee, you need to understand what the organization is trying to achieve — and how performance connects to that goal.
Ask your stakeholders:
- What business outcome are we trying to improve? (Revenue, retention, error rate, compliance, customer satisfaction?)
- How does current performance fall short of that goal?
- What does "good" look like — specifically and measurably?
- Why is this a priority now? What changed?
This step is frequently skipped because stakeholders often arrive with a training solution already in mind: "We need a customer service training" or "Everyone needs a refresher on the new process." Your job is to get behind the solution to the actual problem. The training request is a symptom; the business goal is what you're there to serve.
Step 2: Gather Data
Once you understand the business context, you need data — from multiple sources, using multiple methods. No single data point tells the full story. The goal is to triangulate: look for patterns that appear across sources, and flag outliers that warrant follow-up.
The four most reliable data-gathering methods in a TNA:

In most TNAs, you'll use a combination. Surveys give you breadth; interviews give you depth; observation reveals what people don't know they don't know; performance data grounds everything in reality.
One often-overlooked source: your top performers. Interviewing people who do the job exceptionally well — and comparing what they do to average performers — frequently reveals the real skill gap more clearly than any survey.
Step 3: Analyze the Gaps
With data in hand, the analysis phase is where you distinguish between types of gaps. This distinction drives everything downstream.
Knowledge gaps — people don't know something. They're missing information, context, or conceptual understanding. Training can close this.
Skill gaps — people know what to do but can't do it reliably yet. They need practice, feedback, and repetition. Training can address this, but it requires more than e-learning — it requires practice opportunities.
Environmental gaps — the system is working against people. Unclear expectations, missing tools, broken processes, or competing incentives. Training will not fix this. A process redesign or management intervention will.
Motivation gaps — people know how, but aren't doing it. This could be a consequence gap (no accountability), a relevance gap (no one's explained why it matters), or a trust gap (people don't believe the process works). Again, training is rarely the answer.
If someone had a gun to their head, could they do it?
If the answer is yes — they could perform if they absolutely had to — then the problem isn't a knowledge or skill gap. It's environmental or motivational. Training won't help. This question, uncomfortable as it sounds, cuts through a lot of confusion quickly.
Step 4: Recommend Solutions
A TNA that ends with "yes, they need training" isn't finished. The recommendation should specify:
- What type of training? E-learning, instructor-led, job aids, coaching, on-the-job practice, peer learning, or some combination.
- Who needs it? Is this a universal gap or does it apply to a specific role, team, or tenure group?
- What should training accomplish? This is where you write the learning objectives — the specific, measurable outcomes that will close the identified gap.
- What non-training interventions are also needed? Be explicit about this. If you identified process problems alongside skill gaps, say so. If you only deliver training and the process problems remain, the training won't work — and L&D gets blamed.
The recommendation document should be something a stakeholder can act on — not a research report, but a clear statement of what the gap is, what's causing it, and what combination of interventions will address it.
Step 5: Prioritize
Real organizations have more needs than budget. Prioritization is part of the job.
When deciding what to address first, weight these factors:
- Business impact: How directly does this gap affect revenue, risk, compliance, or customer experience?
- Scope: How many people are affected, and how frequently does the performance gap occur?
- Feasibility: How difficult and expensive would it be to address? A high-impact, low-feasibility gap might get deprioritized in favor of a medium-impact, high-feasibility one.
- Urgency: Is there a regulatory deadline, a product launch, or a customer escalation forcing a timeline?
The outcome of this step isn't just a ranked list — it's a shared agreement with stakeholders. Before you build anything, you need alignment on what gets addressed, in what order, and why.
Common Mistakes to Avoid
A TNA done poorly is worse than no TNA — it produces a false sense of rigor while sending development down the wrong path. These are the mistakes that most often derail the process:
- Accepting the training request at face value. "We need customer service training" is a solution, not a problem statement. Always dig to the business goal before agreeing to anything.
- Relying on a single data source. Surveys alone will miss what observation reveals. Interviews alone won't show you the scope. Use multiple methods and triangulate.
- Skipping the non-training root causes. If you identify a process issue or a management gap during your TNA and stay quiet about it, you're setting training up to fail. Document it and raise it.
- Treating TNA as a formality. A box-checking TNA — one interview, a quick survey, a sign-off — produces nothing useful. The quality of your downstream training design is capped by the quality of your TNA.
- Not defining measurable success criteria. Before you close the analysis phase, you should know: how will we know the training worked? What metric will change, by how much, over what timeframe? If you can't answer that, your training can't be evaluated.
When to Bring in a Professional
